We are getting to the core of the Systems argument here: Small, well-focused actions can sometimes produce significant, enduring improvements if they’re in the right place.   Systems thinkers refer to this principle as leverage.

Before we move on to discussing levels and flows, let's pause to consider how we should measure... anything.

The Socio-Economic Impact Assessment System (SEIAS) report, accompanying the proposed Firearms Control Amendment Bill lists Social Cohesion as the number one priority. But it does little to explain why it concluded that "exploitation of the inadequacies of the FCA by certain groupings as well as criminals creates serious divisions in the community."

Since everybody is talking about firearm laws this week, I'll take the opportunity to talk about some laws of my own. Well, not my own, but close to my heart. The laws of Systems Thinking, as laid out by Peter Senge in his book "The Fifth Discipline."
